There have indeed been reported instances of Al Qaeda terrorists within Iraq. And Germany, France, Britain, Saudi, Pakistan, Egypt, Austria, Yemen, Eritrea, Israel, Russia, Italy... And I think you'll find the Sep.11 murderers were being 'harbored' in... the USA.

The other states you mentioned are not police states like Iraq. It has hundreds of thousands of informers. In addition, the government controls the distribution of food rations to everybody. The ration cards are a major part of the government's system of control over the population.

It's true Abu Nidal was killed in Baghdad last year - probably on Saddam's order. He had however been living there for years with government protection.

The Al Qaeda operative Zarqawi was known to be in Baghdad when one of his men murdered an American in Amman last October.

Abu Sayyaf, a Philippine Muslim rebel group affiliated with Al Qaeda and which has murdered Americans, has been given monetary support from Iraqi diplomats.

These recent actions in support of terrorists targeting Americans would by themselves justify going after Saddam even if we didn't have other good reasons.

There are a few other countries (Iran, Syria, and Libya) whose governments have given aid to terrorists who have killed Americans, though you didn't name any of them.

The US is a sovereign country and has the right to take military actions in it's defense.
