US could have been persuaded to let some Turkish troops in if US forces were in charge. But since Turky is not allowing basing rights to US, the end results is that US can only provide air cover for Turkish ground forces...as I have read it, US and Turkey have danced around the issue with US refusing to proved codes to Turkish military that would identify them as friendly forces on the ground. In return Turkey has demanded flight plans from USAF so as to avoid mishaps. Neither side is giving in...Turkey does not want to permanently stop the exodus; they just don't want it happening while the faith of Kurdistan is unclear...anyway, this is what I have been gathering but who knows...I figured you should have access to better news on this than I.
