Yes, it is. It's a slogan, a sound-bite. And human thought tends to reduce itself to a few slogans like that, simple guides to action that eliminate all the nuances. This is how the NeoCon meme is going to be defeated, by a steady increase in the fraction of the American people who accept slogans like that, those drastic simplifications of reality. And reject the simple slogans like "let's roll!", and "shock and awe".
