It was Bush I's decision to wound the bear... and then leave him alive in the woods.

Spokesmen from his administration say he never had any intention to replace Saddam directly through US force... he was following the deal he made with the Saudis to leave the dictator in power.

And, supposedly, the call to end the Gulf War ahead of schedule was made after a WH meeting at which Powell asked Bush I to end the war... but this allowed most of the Republican Guard to escape, and that is the reason Saddam held on in power.

Don't blame anyone else: it was Bush I's tragically bad sense of strategy that left the past 12 years of mess behind... and he still stands by his faulty reasoning.

He called for the Shia to rise up... and then stood by and allowed them to be massacred. He called for the Kurds to rise up... and then betrayed them and let Saddam massacre them.

He still says we had no call to replace Saddam, and that the US's goal was to 'keep Iraq united'... and not risk any of the popular revolts getting out of hand and threatening the oil interests of our 'buddies', the Monarchs in Saudi Arabia and Kuwait.

Bush I was one of the greatest failures to have ever darkened the doors at the White House.
