That doesn't hold water at all - because if the US intention is to murder him, bluntly put, how can a dead man sign an agreement? If he's been vapourised by a bomb how the hell will anyone know where he is? On the other hand if he signs a surrender agreement it will be before the eyes of the world and he will stand trial - the last thing the US wants surely? Better to kill him one way or another.
