That triangular area does seem to have once been developed judging by the grid-like attributes that were likely streets.
The photo is from 2002 so any rubble would be cleared by now.
The primary use of the picture is to compare it to what will be seen after the invasion. I'll be interested in seeing how that residential area to the far left and just above center comes out of it.
