Congress did this only because the Bush Administration provided Congress bogus information, materials which turned out fabricated and misinterpreted. Were the same facts available today, that vote never would have passed the US Senate where the Dems had control. Since the GOP took over the Senate, zero hours have been spent debating the most radical war policy change in recent history--preemptive strikes--this, as our nation actually entered into one.

Indeed, our action now opens the door for China and/or Russia to behave similarly.
