The Turks do make regular incursions into nominally Iraqi controlled Kurdstan and have some troops stationed there anyway. The mountain regions are controlled by the two main Kurdish groups in a kind of Kurdish State. All this is under the US/UK no fly zone patrols. The south is also a no-fly zone almost as far as Baghdad...
