Quite limited? As long as he has a veto in the UN Security Council your statement is at best - questionable in its accuracy! One can only wonder what would motivate such. Now a better question would be why in the world France deserves a permanent seat in the Security Council. The categorization of France and Germany as old Europe seems more and more accurate to me.
