I don't know of anyone who has publicly suggested the Iranians might possibly have allowed the United States to base soldiers and materiel in their country for an attack on Iraq. Maybe you could cite something to the contrary if you are aware of it. It seems to me a real stretch to suggest that Iran not providing bases to the United States military is a serious diplomatic failure on Bush's part.
