You know what they say, an ounce of prevention is better than a pound of cure. So the best solutions are not an option anymore.

Still, I would start by dropping food in southern Iraq and I will provide better access for the red cross.

Next I will lock up all the Iraqi opposition leaders in one room and tell them the minimum of what they cannot have. They would not be allowed out until they come to a written agreement. Then I'd start thinking of ways to implement that agreement.

Also, Iraq should be split into at least 3 autonomous regions. There is tremendous antipathy between its major groups. It really is the Yoguslavia and the middle east. Let's hope we have learned something from that history.

these would be my starting points.
