It was in the early stages of recovering from a recession, but growth was far from strong, and unemployment was high, and capital investment and productivity still down.

You can't rewrite history just by wishing it was so.

As a matter of fact: Bush I's four years posted the lowest rate of job production of any administration since the Korean War.
