What does "this go around" mean?

Saddam invades Kuwait. UN Coalition (read primarily US forces) liberate Kuwait. As part of the cease fire agreement, Iraq agrees to disarm and stop all WMD programs. Iraq spends 12 years defying UN resolutions. US breaks the cease fire against Iraq for non-compliance. It's the same "go around."
