Actually, Bush I was not handed such a great hand to play by the Reagan/Bush 8 year administration, either.

Deficit interest costs were crowding out private sector borrowing, and forcing up interest rates... which is what brought on the 'Bush I' recession.

By several measures (productivity, unemployment, capital spending) our current near-recession does not approach the depths reached by either of the recessions of the early 'eighties, or the early 'nineties.

And, as I mentioned, by one measure - production of jobs - no administration in modern times has turned in as bad a performance as that of Bush I.
