Maybe they were bombing the bus Kyros. I think that's more likely. Perhaps they thought it had Saddam and buddies in it. When it turned out to be civilians, they claimed to have hit it by mistake, while aiming for a bridge. That makes more sense. Especially since they have claimed to be avoiding damage to bridges and other civilian structures.

Plenty of soldiers [and other people] are excessively enthusiastic and adopt the "Just Do It" mantra. Some Canadian soldiers were killed by a USA pilot who deliberately disobeyed orders because he mistakenly believed he was being fired on from the ground.

They've finally got a real chance to fire real live ammo at real bad guys and do NOT want to miss their chance. It doesn't take many such bad apples to make the whole "We are the Good Guys" claim look tarnished and little better than the Bad Guys.
