I doubt he was able to very actively pursue his WMD program. If we don't find any, that will be proof of that, and we, and the rest of the world, will know we were too hasty. There are better reasons to go to war than "He would have done...."- because quite frankly you don't strike me as much of a mind reader or fortune teller. Why you didn't even realize I was familiar with 1441.
