The loss of the sweetheart deal seems to be a case of "Biting off more than they can chew". Opening the Northern front was contingent upon the allowance of their forces stationed in the Kurdish area.

A way for the Turks to stop the influx of refugees?

No, ...the Kurds want to fight the battle with Saddam. They're not interested in leaving this battle field. Kurdish families have refuge in the far, far Northern hills.

Stopping the Kurds from forming a state by stopping them from taking Kirkuk?

No, ...the Kurds will win greater if they go for more of a power grab in a post-Saddam government (sly like a fox). I'm sure we've pointed that out to them. Everyone knows that post-war the Kurds will move back to Kirkuk. They'll have heavy voting power and influence in a Democratic Iraq. In a Democracy, money talks to influence who gains power. Campaign cash will flow freely from Kurdish entrepreneurs.

The Turkish governments' arguments for their intrusion in the area don't really hold water. Therefore, I suggest the Turks had wanted not only the immediate gains of the US's sweetheart cash deal but a more long term investment in the future. A simple land grab and annexation of the oil fields.
