It is a conflict of interest when anyone working in the government arranges to profit from a firm doing business with the government. In this case, Pearle works for the government for free, and uses that fact to argue there is no conflict of interest. The really interesting thing here is that some people are willing to believe that Pearle, Cheney, etc. have no conflicts of interest. Art
