How exactly did the US "lure" Saddam into invading and looting Kuwait?

Possibly like this:

Saddam told the US Ambassador that he was not too happy about the Kuwaitis digging into his oil on the border and was gonna do something about it, and asked what the US position would be on this. The Ambassador said "It is your issue, we do not take parts on this".

"We have no opinion on your Arab-Arab conflicts," the transcript reports Glaspie saying, "such as your dispute with Kuwait. Secretary [of State James] Baker has directed me to emphasize the instruction ... that Kuwait is not associated with America."

So Saddam thinks US will be on the sidelines as he invades Kuwait and the rest is history...

Either the US deliberately misled Saddam in this instance and gave a fake green light to his invasion of Kuwait, or, as some has argued, she was a dumb and inexperienced diplomat who didn't realize what she was saying.
