Actually, it's exceedingly common and a primary motive for war.
Would you say a fair definition of a state looting another loot is "take assets by force and dispose of them to the profit of the looter's individuals or companies"?

I hope that the US doesn't loot the proceeds from Iraqi oil, too, although IMO 'Hitlerian' is perhaps an overly-strong criticism of what is normally termed 'exploitative colonialism' or perhaps 'imperialism'.

The same naturally applies to Iraqi bank deposits, etc... they should be returned directly to the Iraqi people or their elected leaders, to use for the good of Iraq and as they choose - do you agree?
