There is a USD 25 million reward on Bin Ladin or any information leading to his capture. Considering that Afghanistan is about a thousand times poorer than the US, that translates to a USD 25 billion reward.

How long would George W. Bush would last, do you think, if there were a USD 25 billion reward on his head?

That should tell you why it is so difficult to find him.

Even so, finding him [Saddam] will be difficult but not finding him will not eliminate the benefits of removing him from power.

Or maybe he is cooking up another one. WTC attacks took years to plan, after all. Are you going to risk the chance? Or shouldn't he be punished, after all?
