The headline was the author's... not mine, copied straight from the press release.

Now, Rummie was a private citizen when he had that meeting with Saddam - but he was sent by the Reagan/Bush admin. to be it's representative. They really did want that pipeline.

There is no disputing the - other - point I raised though (because it is official government history):

After the gassing of the Kurds, Congress banned American exports to Iraq... and Reagan signed a (secret at the time) Executive Order which over-turned the ban.

Anthrax samples was just one of the many 'dual use' things that we sold him after the ban was laid aside.
