There is no "yes or no" here. Sometimes we do not have certainty who is an enemy when we make decisions. You make decisions with the best info you have. You are judging the matter using hindsight, a luxury those in the past did not have.

Why sugest that a change in Administrations is the difference?

Different administrations are most often run by different people and in different circumstances. That makes the difference.

the faces may change (and many have not) but motivations remain the same.

The fundamental motivation may not change. But postures toward world players certainly do change, as we have seen it change regarding Japan and Germany. Only a moron could not see this.
