Which is exactly why the WB water isn't as important as you seem to think. There are other sources, desalination, and according to Z, water from Lebanon and Turkey.

Water rights, over the next 15-20 years, will be a HUGE issue in the region -- likely making the current Palestinian conflict look like a neighborhood brawl. Egypt & Sudan, Turkey & Iran, as well as the Jordan River Basin.

This is a huge issue that is going to cause problems in this region for years to come (if you think fighting over religion can get ugly, fighting over water is worse).
