Yes, I am making my point incorrectly. It is a more important point to the arabs, than it is to Israel, as Israel has other sources, and likely will not endanger their security too much for water. In other words, perhaps a price and availability deal can be worked out. Some of the acquifer lies under Israel land also, so you can bet Israel will be working its share.

On a slightly related topic, I hear California is building several desalinization plants, which supposedly use a new, cheaper process. Time will tell.
