It may have taken a while to ensure there wasn't a day care center under the television station. Also, there have been reports special forces are conducting operations in Baghdad, so it may have taken their skillful work to bring it down safely. Lastly, perhaps it was stationed on top of a mosque and the risk reward ratio wasn't deemed worth it in the opening few days. The point is we really don't know. A variety of reasons could be true. The author is just speculating and then going through a myriad of puzzle placing assumptions based on that speculation.
