This is likely true. I think it makes complete sense for the Iraqis to avoid a toe-to-toe fight and instead retreat into the city to mingle with the civilian population.

If we take over under those circumstances, they could take serious potshots at us forever. Is that not reasonable?

Iraqi civilians should have left Bagdad ages ago. If Saddam forced them to stay in the city their blood will be on his hands. We should destroy the town, collateral damage or not and in this way save our troops.
