The Turkish population is largely against any involvement in the war and my understanding is the government voted according to what the people wanted. And Turkey does not want a Kurdish uprising that could happen in any power vacuum once Saddam and his stupid Republican Guard is finally uprooted.

I doubt France could have had any significant influence on their decision, they certainly couldn't have "outbid" the aid the US was offering.

Chirac's opposition to the US action in Iraq is in no way grounded in any human rights principles, that's clear, but Turkey can make up their own minds.
