I understand what you're saying I just don't totally agree. At some point we have to take a stand to deal with both people. Since fishing with a hook wont get either of them we have to fish with a net. This means there will be innocent civilians killed and that sucks. The problem is the number of civilians killed could be much higher if we give them time to plan and acquire more deadly weapons.

You mentioned North Korea in another post. I'm glad to hear you support taking action against them if need be as I think we may end up doing just that.
