Feinstein listed the following as the example of MIR withholding power from the market:

Mirant held its Pittsburg Unit 1 plant offline until Oct.
22, 2000 even though an external tube leak ended Oct. 20,
2000.

There was no emergency that day. And that is a peaking plant. If that's the best she can come up with for MIR withholding power, I don't think there's much of a case.
