The bible plainly teaches that.

Romans 9:13 As it is written, Jacob have I loved,
but Esau have I hated.

You are right however to assume that God could
save all men ***IF*** he wanted to.

It is plain from scripture that neither Christ
or the Father are interested in saving all men.

John 12:40 He hath blinded their eyes, and hardened their heart;
that they should not see with their eyes,
nor understand with their heart, and be converted,
and I should heal them.

That verse teaches that GOD blinded them that they not be saved.

Matthew 19:25 When his disciples heard it,
they were exceedingly amazed, saying,
Who then can be saved?
26 But Jesus beheld them, and said unto them,
With men this is impossible;
but with God all things are possible.

Possible does not mean it will be done
only that it could be done ***IF*** God
wanted all men to be saved.
