Precisely because it did NOT occur in California.

Had it been California, the bill would have been more expansive.

E.g.:
1. The Fair Employment & Housing Act would have been amended to include E.T.'s as a protected classification, along with sex, race, national origin, etc.

2. A new tax would have been levied to fund more
high powered telescopes at all observatories to
facilitate alien viewing.

3. Height and weight restrictions for police officers,
fire fighters, etc., which have been changed to accommodate
the recruitment of little green men or those whose
limbs and torso are not quite proportionate to their
giant heads and huge staring eyes.

4. The Border patrols would be instructed to take
a less than literal approach to the meaning of the
term "illegal alien".

5. The whole measure would have been repealed if it
was learned that the honored aliens happened to be Marlboro men....<g>
