I would not be surprised to learn that one could make a case that Russian companies have done so. As have companies from other states. But it seems to me unlikely that one can make a case it was done so (a) with knowledge by government officials (simply because it would be somewhere between difficult to impossible to get evidence) or (b) by the government itself (either because of the evidence problem or because it just wasn't done).

During Kohl times the German government certainly knew about the massive technology export to Iraq. The FDP politician Möllemann (I mentioned him a couple of thousand posts ago) was the economy minister of the Kohl government for some time and presented a survey of exports to Iraq from 1981-1990, file number AZ V B4-296-92-VS. Some items mentioned in the 64-page report:
133 anti-aircraft systems "Roland" with 4250 rockets
262 anti-tank systems "HOT" with 10953 rockets
372 anti-tank systems "Milan" with 12386 rockets
Many major engineering projects realized by German companies weren't discussed by Möllemann - e.g. the nerve agent research center SAAD 16 ($750 million) close to Mossul or the rocket plant in Mahmudiya ($450 million).
