We will, imo, be very sorry we have changed the rules with this "preemption" nonsense. Just wait until other countries start wanting to "preempt" each other. Your "preemptive neutralization" will go down in history as a huge step backwards for humanity. Seemed to work pretty well in Grenada and Panama... And I can personally vouch for the fact that the majority of Panamanians I met when stationed there were eternally grateful for being liberated from Noriega and his "dignity battalions"..
