Ike - It should not be too surprising if one reflects back to type of society, rules, governance and occupation that these societies have been accustomed to for the past 900 years.

Syrian Baathists are sending armaments to Baghdad. Kurds and Shi'ites ready for autonomous regions.

By the way, the economic boycott was a total failure and very repressive to the population. The highly productive agricultural area of northern Kurdish territory went dry and fallow (not farmed and became wasted and damaged from erosion) because their agricultural products could not be moved southward which is off-limits. As a result, foodstuffs become scarce for the people in Baghdad because the source of food from northern Kurds is no longer available.
