SITUATION REPORTS - March 28 2003 stratfor.biz 04:23 GMT - New Zealand has gone on heightened alert on March 28 after the largest newspaper in the country received a letter threatening attacks on water supplies and saying a "demonstration of capability" would occur on March 28 in Wellington and Auckland. An escalation of the campaign in Iraq was cited as a cause for the attack.
