Not really. It just means that the US Ambassador to Iraq at the time misled Saddam into thinking they would not interfere if Saddam were to take action against Kuwait for drilling into its oil reserves. Or that she was dumb and inexperienced and didn't realize the message she was giving Saddam, as numerous commentators have claimed...
