Of course not, but Bush INVADED IRAQ. There was an inspection regime going on - not perfect by any means, but the world was focusing on the problem. We contained the Soviet Union. We have not attacked S. Korea or China (yet..) Why couldn't we work with the world to contain Saddam? (this point is moot now - but..)
