95+% of something is better than 100% of nothing.

That largely "desert land" includes part of the land that Palestinians have accessed and used for eons. It may be sand to you, but to them it is something else. Many parts of Israel were also just "sand" until the Israeli's improved the land so that it became arable. If they can do that, then so can the Palestinians.
