I don't know who the author of that report is, but I found the highlighted paragraph quite interesting. According to that report, Saddam raised the standards of living for the people of Iraq yet he is vilified by the US. Interestingly enough, this vilification came in the early 90s after the American agenda saw him as an obstacle.
