Counterinsurgent warfare leverages local entities who are opposed to the current regime, trains them in guerilla warfare, provides logistic support and have them do the fighting. A lot of the energy also goes to destabilizing the economy, sabotage etc. This is carried out by small teams (Special Ops)with diverse talents...ordinance, communications, health, weapons, assassination recruiting,political organization, psychological operations etc. You don't need large numbers of these people because their job is to train, support and get others to fight.
The trick in Iraq is as follows...who do you pick? Kurds, Sunis or Shiites? There are also tribal differences to consider that go back centuries. You also have to make sure you have a critical mass of people in order overthrow the existing regime.
The basic premise with counterinsurgent warfare is that the local guys have a lot more at stake (their homeland) and will fight hard for it...you just provide expert resources to help them do it. This is all done on a covert basis.
