That's because 98% of the Arab public hates the Israel and the US. It doesn't matter how much money you give them they will not compromise on it. They are even willing to see there own people shot by Saddam, if he can hurt the US and Israel. On the other hand, The Arab political leaders, other than Saddam, realize that that they will lose US money. Also they are concerned about a pre-emptive attack by Israel. The only way the US can get out of the conflict is to cut off all aid to Israel. The Arab extremists are not going to compromise on Israel, and will continue to launch terror attacks against the us until stops aiding Israel. I am sure that would make all the anti-war people on this thread happy. However, if we do cut off support to Israel, why would the US give one dime to Egypt or the Palestinetians? Then if Israel feels threatened that Arab states will get nuclear weapons, why wouldn't they attack pre-emptively? They will. The anti-war people on this thread have no ability to see past the daisies in their navels.
