I don't know all the ins and outs of the history of Aramco, but I believe that in 1987 100% of it was transferred to Saudi Arabia by its former owners. Saudi Arabia owns it outright, that much I do know. According to the Department of Energy, Aramco controls 98% of reserves in SA and has a 100% monopoly on upstream oil production.
