Paul....I don't know if this is the same camp that Powell used in his Feb. 5 presentation to the UNSC. He tried to use this as evidence of a link to Al-Quaeda however the Kurds themselves refuted this as is pointed out in this article

unfortunately you've got to pay to see the whole thing but just going from memory the article pointed out that the camp had been abandoned for months and it was also in a Kurdish controlled region beyond the reach of Saddam.
