Haven't though about that. But extending your point:

One when attacked, can say I can throw moral standards plus rules of engagement to the wind because it would be accepted, as the case of Iraq seem to be.

You make good point by saying lets stick to the UN as a mean to solve those disputes. Problem is the military castes all over the planet don't want to relinquish their status as "problem solvers" (neither the money that comes with it) and the nation-state doesn't see to rely on a supranational body to solve their problems.

Look to the UN, the guys there are appointed by their governments not because they are able to help soving probelms it is just a small sweet to an old politician, or a senator who lost an election that sort of cushy job for an old fellow. In short leadership inside the UN is weak. Need upgrade for the task ahead.
