It is an interesting point.
Consider that now in these conflicts the US assumes victory will be swift and relatively bloodless on the US side thanks to technology (gee a war bubble).

Consider then that it not a moral issue but a lower risk to US troops issue.

I find it interesting to note that the US is miffed at Canada (and the US ambassador just keeps going on about it).
On Sept 9 1939 Canada declared war on Germany. Everyone was afraid of Germany. On Sept 5 1939 America declared its neutrality. Funny how shoes change feet.
