I think Powell's attitude shows that the threat has been increased exponentially due to the invasion of Iraq.

The best long-term strategy would have been to make a major push to break the US's dependence on oil. Something akin to Kennedy's call to place man on the moon would have been the best route in an effort to develop alternate energy sources.
Now that pandora's terror box has been flung wide open it may now, disastrously, be a moot point.
It has always been in the best interest of "big oil" to keep the US dependent on oil. That snake may now be eating its own tail and lots of others with it.
