Post-Mosenergo Hopes MOSCOW -- The Moscow city government hopes to control the generating and sales companies that will be created in the process of restructuring the Mosenergo power utility, Moscow Mayor Yury Luzhkov told reporters Friday. Luzhkov said the city is "not so much interested in having property in the companies as in the tariff policy." Luzhkov said that before the bills on Russia's power sector reform were approved by the State Duma, the city government and Unified Energy Systems had agreed that the city will have a 51 percent stake in power and heat transmission companies to be created on the basis of the reformed Mosenergo. He also said that the regional energy commission decided not to increase power tariffs this year by more than 14 percent.
