This is the entire PR from Nokia. A few things do not add up.

Nokia does not have a CDMA manufacturing license in China. However, two of the JV partners, Capitel and Putian, do.

I am not sure if Capitel has a CDMA handset line right now. Putian has some type of JV with Toshiba and I believe they claim part the first 1x camera handset as their own.

I believe every CDMA handset in China now has a qcom chipset. With the exception of MOT, all are probably paying qcom the China royalty rate.

So for Nokia to be manufacturing handsets in China, they have two options: 1. team up with Capitel or Putian. 2. obtain license similar to MOT. It seems unlikely that China would allow option 2. If NOK uses option 1, then they would be at a huge disadvantage if they use non qcom chipset and have to pay the much higher royalty rate.
