My impression is that Bush has completely lost patience with the Palestinians and refuses to deal with Arafat, but he's also losing patience with some of the things that the Israelis do.

Interesting that he said Tel Aviv rather than Jerusalem. Congress wants the President to recognize Jerusalem as the capital of Israel, but the President is in charge of foreign policy, and the Palestinians are very sensitive about Jerusalem.
